終了宣言
国際惑星地球年日本 名誉会長 有馬 朗人
私は，国際惑星地球年日本の名誉会長として，さる2007年1月22日に， 日本における国際惑星地球年活動のスタートを宣言しました。 それから3年余，国際惑星地球年の活動は様々な成果をあげ，成功裏に終了することが出来ました。 国際惑星地球年日本に参画いただいた，あるいは支援・協賛いただいた機関・団体などの皆さまに心からお礼申し上げます。
さて，開催宣言では「科学技術に携わる私たちは地球の科学の知的すばらしさと社会的有用性，経済的有効性の認知・理解が社会一般に， そして特に今後の地球を担う青少年と政策立案者に浸透するよう努力」することを表しました。 それは，この3ヶ年の，国際惑星地球年日本に参加・協賛された多くの機関・団体による様々な活動により， 少しずつではありますが形となってきていると思います。 さらに，日本における国際惑星地球年のレガシーとなる，日本ジオパークネットワーク，（5月10日の）地質の日， あるいは地学オリンピックなどにより，これからも一歩一歩確実に実現されていくことでしょう。
しかし，この惑星地球の46億年の歴史からすると，国際惑星地球年の3ヶ年は瞬間でしかありません。 そして，その瞬間でも，2007年の能登半島地震や新潟県中越沖地震，2008年の中国四川省地震や岩手・宮城内陸地震など， さらに追いかけるように，今年2010年のハイチ地震やチリ地震など，地震だけをとりあげても多くの災害に見舞われました。 地球環境や生物多様性に対する危惧や，さらにはエネルギーや資源，食料の安定確保の問題も，増大こそすれ，減少したとは言えません。
国際惑星地球年の終了に当たり，再度，私たち日本が地球の科学の大切さを認識し，それを一層活用し， さらにアジアをはじめとして世界中でその成果が享楽できるよう，願わずにはいられません。 日本における国際惑星地球年のレガシーや Planet Earth Institute（惑星地球協会）などの国際的レガシーが， この願いを叶えてくれることを祈って，終了の言葉といたしたいと思います。

在京ポルトガル大使ザナッティ氏から寄せられたメッセージ
As the Portuguese Ambassador in Tokyo, I would like to salute all the delegates to the International Year of Planet Earth Japan 2010, who gathered in this extraordinary metropolis to discuss one of the most important issues of our times - the protection and preservation of our Common House, the Planet Earth.
The last event took place in Lisbon, Portugal, last November, and signaled the closing of a three-year process of researth and exchange of knowledge between scientists and experts from all over the world about the issues of Renewable Energy, Sustainable Land and Water Management, and the Ocean.
Events like the one starting today in Tokyo are essential to increase our knowledge about our surroundings and the nature of Planet Earth, of which we still know so little, allowing us to act to defend our Planet and protect the delicate balance of Nature.
I wish you all a good work for the next two days. I am confident that this meeting will produce excellent results and will be a beacon in the future actions for protecting our unique and beautiful planet.

私たち人類共通の家である惑星地球を守るという、今日の最も重要な課題について話し合うために、 このたぐいまれな大都会東京で開かれた「日本における国際惑星地球年（IYPE）終了記念イベント」に参加しようとお集まりいただいた みなさまに対して、私は在京ポルトガル大使として心よりの敬意を表したいと思います。
昨年11月には、IYPE終了記念式典がポルトガルのリスボンにおいて開かれ、再生可能エネルギー、土地や水資源の持続的管理、 海洋などに関して研究や世界の研究者、専門家間での知識の交換が行われた3年間の活動に終幕を告げました。
今日ここで始まったイベントのような催しは、この地球を守り自然界の微妙なバランスを保つように私たちの行動を促して、 まだほとんど知られていない私たちを取り巻くこの星の自然をもっとよく知るために欠くことのできないものです。
私は、この２日間がみなさまにとって意義深いものとなるよう願い、この会議がすばらしい成果を生み、 それは私たちがこの美しくかけがいのない惑星を守ってゆくときに、未来を照らす灯台となることを確信しております。

国際惑星地球年本部事務局長マルダー氏のメッセージ
It is a great privilege for me to address you at the closing ceremony of the International Year of Planet Earth: ‘Planet Earth 2010 at Akiba’ in exciting Akihabara, in Tokyo. Although the IYPE Triennium (2007-2009) is over now, the title is still valid and relevant as the IYPE Organisation exists until mid 2010.
Much of the success of the International Year of Planet Earth should be attributed to its National Committees. Japan belonged to the very first of the 80 National and Regional IYPE Committees created since 2006. With deep respect and gratitude for all he has done for the geoscience community in Japan and far beyond, we commemorate Satoru Ohya, Ohya-san, who has been the leader and inspirer of the National IYPE Committee, even before the IYPE officially began.
This global enterprise could only take off so well due to the enthusiasm by the thousands of fellow geoscientists who gave their spare time in conveying their message to the public and politicians. The UN proclamation sparked geoscience communities all over the world as for the first time ever the geosciences were given global attention in the political arena and at the highest levels. Tens of thousands of activities were conducted worldwide, both in science and in outreach. As a result, many young people began to appreciate the exciting knowledge of our Planet and considered embarking on a professional career in the Earth sciences. That is now expressed in the currently raising numbers of students enrolling in geoscientific disciplines.
There are many more legacy items of the IYPE, including the OneGeology Project, the Young Earth Scientists (YES) Initiative and the IYPE-SPRINGER book series on all 10 scientific IYPE themes. A broad selection of these legacy items will be presented in the Final Report to the United Nations, UNESCO and the IUGS.
Based on, in particular, the outreach activities and spurred by the National Committees, we have developed a new initiative: the Planet Earth Institute. That, mainly virtual, Institute has a comparable ambition as the IYPE: to promote knowledge of the Planet for safer, healthier and more prosperous societies. It also has a special focus on young people but it will not be hampered by the time limitations we faced in the IYPE. The Planet Earth Institute invites all National IYPE Committees to embark on this new initiative, including the National Committee for Japan. We go for a smooth transition towards the Planet Earth Institute by July this year. The Planet Earth Institute will also be a non-governmental and not-for-profit organisation whose main ambition is to spread interest for the Earth sciences and its relevance for sustainable development through a wide variety of, often unconventional, outreach projects. This time, the main beneficiaries will be the National Committees, in particular those in developing countries who will also be financially supported in their endeavours, starting by next year.
I believe that Oyha-san would have been pleased by what has been achieved and about our perspectives for the future. On behalf of the International Secretariat, I would like to say Arigato to my good friends Eikichi Tsukuda and Teruki Miyazaki, and to all members and supporters of the National IYPE Committee in Japan. I look forward working with you again under the umbrella of the Planet Earth Institute! I wish you an excellent Planet Earth 2010 celebration in Akihabara!

この刺激的な街、秋葉原で行われる国際惑星地球年の終了記念式典「惑星地球フォルム2010 in アキバ」で、 みなさまにご挨拶できることは私にとって何よりも光栄です。2007年から2009年まで、3年間にわたったIYPEはすでに終了しましたが、 IYPE事務局は2010年の半ばまで置かれており、この式典もその一環として行われるものです。
国際惑星地球年の成功は、各国の国内委員会の活躍に負うところが大きかったといえます。 日本は、2006年以降に設立された80の国内あるいは地域委員会の中でも、非常に早い段階から活動に参加してきました。 IYPEが公式に活動を始める以前から、故大矢暁氏はIYPE国内委員会を率い、また鼓舞してきました。 私どもは日本国内の地球科学界だけにとどまらない氏の業績に対し、敬意と感謝の意を表してその業績を偲びたいと思います。
国際惑星地球年という全世界的事業は、 多くの地球科学研究者が貴重な時間を割いて社会や政治家にそのメッセージを送るという熱意なしには、 こんなにもうまく軌道に乗ることはなかったでしょう。これまで地球科学が政治家や各国の指導者たちから、 これほど注目を集めたことはなく、国連での国際年宣言は全世界の地球科学者たちの目を覚まさせました。 研究面でもアウトリーチ面でも、何万という活動が世界各地で繰り広げられ、その結果、 多くの若者がこの地球という星について学ぶことの楽しさを知り、地球科学を一生の仕事としようと考えるようになりました。 これは地球科学分野を専攻する学生数の増加という形でも表れています。
IYPEはこれ以外にも、OneGeologyプロジェクト、若手地球科学者（YES）構想、 IYPEの10のテーマについてIYPEとシュプリンガーSPRINGER社が出版するシリーズなど、多くの成果を残しました。 IYPEの遺産ともいえるこれら広範な成果は、国連、ユネスコ、IUGSへの最終報告に記載される予定です。
そして、私どもは新たに、アウトリーチ活動に主眼を置いたPlanet Earth Instituteという構想を、 国内委員会が中心となって展開することにいたしました。PEIは多くの部分がバーチャルな組織ですが、IYPE同様、 この星の知識を広めることによって社会をより安全に、健やかで、豊かにしようという目的をもっています。 Planet Earth Instituteもやはり若い人を対象としたものですが、IYPEが直面したような時間の制限はありません。 PEIでは日本をはじめとする各国のIYPE国内委員会に対し、この新たな構想に参加するよう呼びかけており、 今年7月のIYPEからPEIへのスムースな移行に向け準備をすすめています。PEIは非政府組織(NGO)かつ非営利組織(NPO)であり、 地球科学とその関連分野への興味を拡げ、多岐にわたる斬新なアウトリーチプロジェクトによる持続可能な開発を主な目的としています。 今回、PEIのメリットがあるのは国内委員会、特に途上国の国内委員会で、来年度までにはその活動に対し財政的支援も受けられる予定です。
私どもがIYPEで達成した成果や将来の展望について、故大矢氏にはご満足していただけたと信じております。 国際惑星地球年事務局を代表して、私は佃栄吉氏ならびに宮崎光旗氏とIYPE日本を支えてくださったすべての方々に対し 「アリガトウ」を申し上げたいと思います。そして今後はPEIという構想の下で、ふたたび共に活動できることを楽しみにしております。 惑星地球フォルム2010 in アキバのご成功をお祈りしております。
